Default what's a "new" heater core supposed to look like?

It's been time for a new core for a while now and i finally got one today. Though for $75 i expected a little more...
This "new" one i got from the ford dealer looks kinda grimey. There's some white stuff on it, like it's been used before or so. What looks like it was a sticker once, was black and looks like it's had years of wear in a car. Of course there is a new sticker on it, with the manufacturer and part no. and such... I'll compare it to my old core, but was just curious.
Is that what they normally look like?
