Default vibration

i have a vibration in another car that had the trans recently rebuilt in it. (not a stang) but thought you could help me out with the question?
is the torque converter not tight? seems to vibrate while foot on brake and the car is running. this car in question is a 10 year old car. it shifts really smooth but the vibration problem has me concerned. they are suppose to check it out again in a week. hope they find the problem. is it safe to drive ?

does it only happen when you push on the brakes and the car is moving or when your foot is on the brake and your at a stop? do you feel any vibration in the steering wheel?
