they are extremely illegal, i dont know of any states they are legal in. do you mean radar jammer? they send out a false radio frequency signal to confuse the guns the cops use. dont think you can be slick and one run without getting cought though, they know if you have one or not when their gun cant pick you up and you will get pulled over for it.
