Q2) No, they are not the same. Redlining just means you are hitting what's considered the 'top-end' of what the computers consider 'safe' for the motor. The rev limiter keeps you from reving the engine past a certain point. At idle in nuetral, hit the gas...at around 3500-4000 rpm the motor will start to miss and keep your Tach bouncing around a specific RPM that's your rev limiter kicking in. If you put it in gear and floor it, you'll go past redline and at some point the gas will cut off to your engine. That too is a rev limiter.
Some cars have their rev-limit set at redline, some have it set elesewhere, and some have none because someone reprogrammed the computer to turn off the limiters.
