Shorten will do the opposite and make it harder.
Start with cheap and easy fixes. Lube the clutch cable or replace it.
If you still want it softer. It most likely is a high performance pressure plate. Replace it with a stocker or a Centerforce I.

If your actuator is working correctly, that is, the cable is free and working ok, and the pivot stud is not worn out, then the culprit is usually a cheap pressure plate and clutch combo.
There are two ways to make a clutch handle power.
1. Put a great friction surface together with a low spring rate pressure plate.
2. Put a cheap friction surface together with an enormous clamp load.
Essentially, if you don't have friction on your side, the pressure plate has to have a spring pressure rate that will clamp the heck out of the disc. Your leg has to overcome that spring when you release the clutch resulting in hard pedal effort.
A number of companies, including SACHS, ZOOM and CenterForce have products that combine advanced friction materials with lower spring rates in the pressure plate to deliver killer performance without blowing the ligaments out of your legs.
Check your linkage and if it is OK then look at a better clutch choice.
