Default Checking OBD-II Engine Light

I was wondering if there is a way to check the engine light on an OBD-II car at home like on an OBD-I car. Such as with a volt meter?

I know its free at places like autozone, but the vehicle doesn't have tags so I can't drive it there.

I've tried searching around but couldn't find anything.

as far as i know theres not, when i had my 96 i couldnt find anything like that so i always brought it to my friends who has a scanner. Its probably because on the OBD I it would just give you a 2 digit number but with OBD II its a set of letters and numbers
