Could be the switch or the fuse.

well... tried new wiper/turn signal lever switch, and same thing. I tried a junkyard wiper motor (since that has the wiper control module bolted on it) and no different. what else controls these wipers?

did you try the relay or fuse?. I had a problem with my heater doing the same damn thing. turned out to be a fuse had gone bad.

If wipers wont shut off unless ignition is off......

disconnect the wiring from the wiper control swtich. If the wipers stop, replace the switch. If the wipers keep running, there's a defective limit switch in the motor, replace the motor.

Haynes Ford Mustang 1994 thru 2004 Repair Manual

I don't know if this is the same on the 95, but for my 97 the fuse for the wipers is in the instrument panel, location #2, on the bottom row second from the right.

the fuse wouldn't have anything to do with this problem....
