289 carb
The 650 can be made to work if you are good at tuning a carb. A stock 289, however, doesn't need much more than 500 cfm. And a 500cfm 4V will provide a lot better throttle response and efficiency than most 2V's.
It does sound a bit big but here are a few things to consider.
Any performance moves will want a larger carb. Higher rpm, bigger camshaft, slippery torque convertor, lower gears, lighter car.
Dual plane intake wants more cfm than a single plane.
