Installed new Bullitt Cluster. Now car won't start

Installed new Bullitt Cluster. Now car won't start
OK. What gives? I install the new Bullitt cluster that I ordered off of Ebay. Brand new Ford cluster with .5 miles on the odometer.
The car will crank but will not start. Is there some kind of flash I need to have done at the dealership? Like maybe the new cluster linked to my car, kinda like the PATs keys?
