to put it a bit more technically
The MAF (Mass Air Flow meter) measures/tracks/meters the amount of airentering the engine and sends that information to the ECM (engine control module) so that the ECM will send the right message to the injectors so that they will pulse (inject) the proper amount of fuel into the cylinder to mix with the air and efficiently combust
the point of having a bigger one is that if you can move more air, sending a 'larger' message to the ECM for more fuel from the injectors, you make more power
when it pegs, basically it means that the injectors cannot send any more fuel than the MAF calls for.

A bigger MAF will flow more air, but putting one on a stock engine is pretty useless because the stock MAF flows plenty of air. A bigger MAF is only needed after heavy mods like a supercharger or turbo etc.
