Default 67 restoration

I am taking the first step toward restoring my 67 mustang. I want to know if $5,500 is a good quote from the mechanic for the following services- changing the switch (i lost my key) but the car does run, changing the battery, welding the floor boards in, draining the fuel and tuning up the current engine, replacing one door and painting.
A friend suggested that I have the mechanic begin by replacing the engine ( I would like to get a 289) and then buy all the parts myself and just pay the mechanic for labor. Does this sound right?
