Default 92 mustang AC vent problem

I have a 92 LX 4 cyl my daughter drives and I cant seem to get the air flow out of the vents. The defroster and floor works fine. I have checked vacuum lines and everything seems fine. Yesterday I took the two center vents off and found what appeared to be a flap or door inside to the left. When i pushed it back I got flow from the vents. Is this vacuum controled or air flow controlled? Has anyon else had this problem and if so how do I go about repairing it?
Thanks, Mike

DID YOU CHECK THE VACUUM LINES UNDER THE HOOD NEXT TO THE FIRE WALL? SAME THING HAPPENED TO ME IN MY 95 G.T.
