could be, but it also could be a variety of other things.

Better hope it's your battery...

SO, it does turn over just very slowly? Check the cables to the starter motor, make sure the ends are free of corrosion and the cable itself is in good shape. Check the ground strap too

With the start system it could be many things. The starter, the battery, hell even your clutch pedal. I know I ran into that when I replaced the clutch quadrant and cable on my now wrecked SN95 2. Can you get a full pedal swing on the clutch? or is it an auto? If it's not even making a sound, either the starter is dead or not hooked up properly. If it's starting slightly, I'd still place blame on the starter. When you replaced the started did you check the teeth on the flywheel for missing teeth?

Turn your headlights on and crank it. Do they get really dim or stay bright? If they get dim, it's probably your battery. Take it down and have it load tested.

Check the battery and check for corrosion around the terminals.

If you can afford an intercooler, it certainly wouldn't hurt. For an SN95, you're limited by the rotating assembly when it comes to the boost levels you can run. Using an intercooler, I believe increases boost levels, so you may want to skip that part for now. I myself, would buy a forged assembly prior to boosting to avoid any further issues, then get a vortech setup with an intercooler. Apparently if you are savvy, and know how to use the search function on the site, you can come up with a vortech DIY guide that details all the part numbers required to make a vortech SC setup for cheap, I wanna say like 800 for plumbing plus whatever you can get the head unit at... which if you are also ebay savvy, could be QUITE cheap.

Installing yourself would save you a walletful too, but if you are not sure don't, spending 3000$ on an SC setup plus whatever it'd be to build the rotating assembly just to install it wrong and have a catastrophic failure would be folly... I'd do it myself not knowing a thing, because I'm a hard headed DIY enthusiast.
