Exclamation Airbag CODE 32 website gurus please Help

Hey guys I've had this problem with my 2004 Mustang GT. I was told it had to do with my "airbag clockspring" I bought this particular part.

2 Questions please if anyone can help me I really need it because this part is VERY dangerious and I dont want to wreck my D.D.

When I turn the steering wheel, it becauses "loose" when Im turning it and the Front wheels dont move with the steering wheel. Than it catches itself and starts to turn. Could the airbag clock spring fix this strange problem?

Horn, cruise control, etc. etc. doesn't work on the steering wheel but I am just trying to verify that this is the issue because I am looking at it the clockspring of the vehicle. it looks like its a part that turns with the steering wheel "obviously" but Im thinking perhaps the rotational part of this part broke that was inside the steering wheel and perhaps thats whats causing my wheel to become loose.
