If you didnt replace the calipers, you shouldnt have had to bleed the brakes.
Did you bleed the brakes cause the pedal was low after you changed them?
If the pads are installed correctly, you should have only had to pump the brakes a couple of times to fill the piston in the calipers. No bleeding would be needed. That should have given you as good a pedal as you had before you changed the pads.

Sounds ike you have a bunch of air in the lines or the master cylinder decided to go bad. I think it's most likely air.
If you cant get it out you may have to get it power bled in a shop.
When you are bleeding the brakes, are making sure the pedal is all the way to the floor and held there until the bleeder valve is tightened? If you let it up before the valve is tightened, you will suck lots of air back into the system.
