Keep the key in the off position... push on the brakes until they get hard and then slam the pedal to the floor and keep it there while you start it up and keep the pedal to the floor. I would also agree you must have air in the system. Or you could have air in the Master cylinder. Also when doing abs, youre supposed to open the bleeder in the hydrualic unit as well.
