Default Odd Electrical problem

I have a 1988 Stang with a 351W 5speed which I purchased last fall. The problem is that when I turn on the headlights the volatge drops to around 9 voles the factory tach and factory gauges go wild and the flasher lights come on but do not flash,When I turn on the parking lights are turned on everything is okay.It puts out 14.5 volts when running and the parking lights on.

Replaced the flasher no avail.

Not much of a trouble shooter so turning to the experts for some ideas.
Thanks in advance

Most "odd" eelectrical problems are caused by bad grounds, so I would start with that. Clean the ground cable at the battery (both ends). Also find the headlight ground and clean that connection too. It should be on the core support near the radiator. Do both your headlights work?
