Default CCRM broken

I was looking up some info on what is most likely the problem in my car and it says the CCRM could cause the fuel pump not to prime. What the hell does that mean? I have noticed a wineing sound from my fuel pump but not really that bad. I already replaced the engine coolant sensor and it wasnt that so this is the next thing it could be.

It probably means that when you turn the key to the run position the fuel pump doesnt pressurize the line, check for a bad fuel pump relay.

And you replaced the coolant temp sensor, maybe the wires are frayed or damaged somehow to the sensor. And heres another silly question do you keep the front window defroster on? On some cars it turns the fan on.
