Default Street Legal ?

I am confused about front fascias and hoods. Is there a limit to the height of hoods. I saw a cowl hood that is 4" in height. Is this street legal in Minnesota? Some companies say offroad only and others mention nothing.
My 2008 Mustang coupe came with 16" wheels. Why is there a lack of any different style 16" wheels and tires on the market? They all start with 17". Thanks, Christian

Different states has different requirements. However, I do not know that there's a limit on hood height- with the exception of hurting your view. Many companies state that their hoods are for offroad use only since they have not been tested to the degree of an OEM hood. Your OEM hood has been crashed tested, weather tested, car wash tested, and speed tested. If any of the previous were to hurt your aftermarket hood- you'd be out the money.

Now, concerning front bumper, splitter and fascias- there are several states that have a minimum legal ground clearance height.

Finally, MOST people who want to buy aftermarket wheels want to plus size to 17" (or stay 17") for better looks and handling. With plus sized wheel, you will get less sidewall movement (and deflection) with a flatter contact area {handling gurus: I am aware of the possible extra weight}. Also, on the S197- 16" wheels look very small for the size of the car. To me, 18" wheels fit the car very well.
