Default Instrument Cluster Problems

I just replaced the instrument cluster in my 2000. The cluster came from a 2001 mustang that was being parted out. Now my car won't start, and its showing the wrong miles. When I tested the cluster it showed code 9601, which is wrong key. Does any one know how to bypass or reprogram the cluster?

Also, the problem with the original cluster was that the dash lights wouldn't work. The fuse would pop every time. I would put a new fuse in, have dash lights for about 10 minutes and the fuse would pop again. Any one know what would be causing this and how to fix it?
