HID conversions are illegal in all 50 states. HID is only allowed on cars that came with them OEM. Something to keep in mind, since if you end up blinding another driver and causing an accident it will be declared 100% your fault. And if someone dies as a result you could go to prison for manslaughter. Plus HID's strike an arc of several thousand, often over 20,000 volts to start the lights, and OEM systems have safety measures to disable lighting in a collision since breaking a light can cause the system to try to re-ignite the lights. If you have a fuel leak and a 20,000 volt spark, you're asking for major trouble.
Just something to keep in mind. And as far as tinting, it depends on your states laws, since again you can get tickets or accidents could be ruled your fault. In California for instance blackouts are illegal, so even if you signal with a blacked out tail light it's considered the same as not signaling, since it's an illegal indicator.
