Your solenoid is stuck in the closed position. This can be because the relay has failed and sticks, or the solenoid on the starter has failed. Locate the starter relay in the underhood power distribution box and remove it. Touch the battery cable to the post. Does the starter turn? If not, you can just buy a new relay. If it turns, get a new starter.

I'd go with your first guess. The solenoid is stuck closed. Most likely but there is a chance it's constantly energized with a 12 v input from the ingnition key switch. Unplugging one of the 2 small wires on the starter solenoid would confirm.

The starter relay/power distribution box? None of these high tech stuff on the foxes.

I just realized that the 1990 did not have the underhood powerbox. I think that came in with the 1994. So you don't have a separate relay from the one on the starter. Sorry about that.
