what is the black panel thing on the rear bumper under the letters between the tail pipes called. or is everyone just painting them? im stumped

It's called the valance and only cobras have it. I paint mine every month or so with Dupicolor CarArt.

its the piece thats under the vents not the whole lenth of the bumper right? its about 24inches long

 

That's right. I use Duplicolor Carart because it can be washed off with water. Even if it rains, it will last a few weeks. I just tape it off and spray it. If you decide that you like the look then paint it with permanent spray paint. I haven't been able to find a rear valance for 99-04 stangs (maybe someone else has) that would look like the 05+ stangs rear end, but you could always put on a cobra rear bumper. I say, paint that little 24 inch piece.

Here's a little trick. When you tape off the peice to be painted, use electrical tape that you let sit in the sun for 10 minutes to make plyable. This makes taping the curves easier.

i have seen somewhere online that has been selling vinyl decals that black out that valance spot, but cant remember exactly where it was. just search online for valance vinyl decals.
