California smog sucks!
The way Cali smog law works, is ANY modification to induction/engine/exhaust/electronics etc is auto-fail visual unless the manufacturer tests it at their own expense and proves it doesn't increase emissions....then the CARB issues an EO(Executive Order) exemption.
The stupidity of it all, is you could modify your car with something that REDUCES vehicle emissions, but still fail emissions because it isn't approved for use by the State. And the sad reality, is right now California's smog laws have almost nothing to do with pollution and everything to do with making money for the stat. Even some smog test equipment has to be purchased/certified through the state even though it's as-is from the manufacturer, but the state charges more for the exact same thing.

The state wants money. To be carb exempt you gotta pay for that lil number. It a vehiclebpolice state. I live in Canada in the middle of the bald prairie and am very pleased that we don't have a sniffer. Our air and water are clean because the population is small. Ontario however is becoming alot tighter with their sniffer laws. It's a cash cow to them. Pay up or car crushed. Brutal

This is the kind of reason why I am against this kind of regulation. The laws regulations are written horribly, and it only promotes corruption, meaning it opens doors for what we Texans call the "Good 'Ole Boy" system.
What I mean by that is lets say an aftermarket guy knows someone in the CARB. He uses his connection to convince CARB to get that EO.
Someone else who makes another part actually REDUCES emissions, but he has no connections. He is given the run-around because he is not a "Good 'Ole Boy."
The EO regulations should be relaxed considerably, and the damn bottom line is if your car passes the sniff test, regardless of the parts on it, THAT should be the HIGHEST factor.
