I was replacing the tie rods, ends and rack bellows yesterday. I seem to have lost the hollow tube that connects to the two bellows. What does it do and do i absolutely need it?

I noticed that one of the rack seals is leaking. Anyone have a recommendation other than just buy one from eBay? Is that a tough job to do by yourself?
