Anti theft on and no radio

Anti theft on and no radio
Been cleaning up the butchered wiring on an 03. Radio wires were all cut, got a wiring diagram and fixed all of them. Radio will not come on. The anti-theft is flashing, it needs the dash paired to the car. Can that keep the radio from working?
