No powe! Bad ground?

Ok I have a 2007 Ford Mustang v6 convertible. Starting from the beginning. I had water come inside the cabin of the car. This turned into black mildew/mold. I made the decision to remove the entire interior all the way to the metal. I cleaned everything. I also made repairs as I went on small projects I never completed like lit door sills, aux trunk release, and other small things. All was going as planed until I notice my aux power port inside the console wasn’t working. I looked for the fuse in the power distribution box under the hood and found fuse 64 was blown. I didn’t have another fuse so I temporarily jumped the fuse. The port seemed to work. I just figured I’d pick one up on my next trip out(I’m aware how stupid that is)! I went ahead with the rest of the interior install Upon completion I decided to go for a test drive. The car started right up. I went to leave and thought I better check fuel gauge. That’s when I realized the instrument cluster wasn’t working. Then I also realized my top was still half way up from working on the car. I tried top put it down and I have no movement up or down. Since then I’ve seen I don’t have turn signals, a/c, top, cluster, or rear window motors. I checked all fuse in both boxes and all are fine including the replaced 64 under the hood. When I pulled out the connectors under the power distribution box I notice a burn mark which seems to be directly under the low cooling fan relay. I’ve attached pics. I also notice I measure no voltage between tabs in socket 13, but when I use the battery ground and positive terminal in 13 I show 12.3 volts. So, I guess in the end do I have a ground issue? Is it in the power distribution box or in the car? And of Course, all input would be greatly appreciated!, I can pick up a used power distribution box for $40. Should i?
