2005 Mustang wont start. My car was stored over the winter and now i have no instrument cluster working and car wont start no click or nothing. The battery is at 13.8 and the headlights work but not the radio and no xhime when you turn the key

 

I'd still try jumping the car off, could be the battery deteriorated enough over the winter that it doesn't have enough cranking amps to turn over the engine.
