Default cooling fan problem

I have a 96' gt with some mods. I believe it was one of the late 96' with the 97' shrouded fan factor upgrade. I was just wondering if anyone has ever had a problem with the cooling fan not turning off while the car is running? It turns on right after you start it and won't turn off until you turn off the car. I have upgraded to a pi set up and still have both cooling sensors and they both show resistance but i can't figure if why the fan wont turn off.

Your fan relay is stuck. It is located on the passenger side fenderwall

Relay is stuck or there's a short.
