My friends and i race at the tracks and they have subaru wrx and VW gti, after the 1/4 mile we let our cars rest and they have a turbo timer to cool the engine faster, I have a 01 mus gt and i was wondering how to turn my fan on for faster cooling

The turbo timer isn't there to help their car cool faster, it keeps the engine running for a set amount of time after being in boost so the oil that is in the now very hot turbo doesn't sit there and burn up... just keeps the oil cycling for a little to cool the turbo some.
The fan turns on when it gets too hot (I've found it to be off still at 103 degrees C coolant temp, turned on shortly after though). If you rig the fan to be always on, and the coolant gets too cold, your thermostat will close off anyway, and the coolant will stay around 193 degrees F, seeing as that is what your thermostat is set at.
If you think the turbo timer cools the car faster, just let your car idle for 2-3 minutes before turning it off - same effect... but since you don't have a turbo to have oil burn up in, it doesn't make a difference.
Quickest way to get it cool is to drive around 30-40 till you hear the fan turn off, runs a lot of air through the radiator and cools it off in a hurry. Should only take a couple minutes. The cruise back from the end of the 1/4 mile should help to cool it down a lot, by time you get back I bet the fan won't even be on (assuming your trip back is at 15-20 mph).
I do not recall how you would rig it to always be on... what rob said would work, just splice wires to a switch in the car. I'm just trying to let you know that you do not need to cool the car under most conditions, it will be just fine, and letting you know what a turbo timer really does.
