You will need a hand held tuner to remove the speed limiter, and the rev limiter can be moved up... but why?
You have to consider why the speed limiter was there in the first place. The V6s only came with tires that were rated up to 120 mph, which is why there was a top speed limiter... check the rating on your tires, if they are rated to more than 120, you can move the speed limiter up to the rating of your current tires with no problems that I can forsee.
As for the rev limiter, it is there to stop you from accidentally over-revving it and spilling your engine's insides out onto the road. If you've rebuilt the engine with new internals, then it would make sense to bump up the rev limiter, but if you've rebuilt the engine I'd hope you would have done this already. You shouldn't move it up at all... and constantly bouncing off it is bad for your engine... but if you really have your heart set on breaking your engine, a hand held tuner will allow you to move it up.
