P1270 code help

P1270 code help
I have my check engine light on wich I knew it was do to the off road H pipe and just for kicks I went to autozone and have the codes checked out and it came with the codes p0420 wich is for the cats and I also got P1270 and it says Engine RPM, vehicle speed, Limiter Reached what the heck is that mean?
