Take a measuring tape and measure from the centerline of the crank shaft to the head gasket deck od the block. This is 9.5 inches for a 351 Windsor and 9.2 for a Cleveland. The Clevelnd also has the thermastat housing bolted to the engine block while the Windsor has the Thermostat housing in the intake. A 302 Windsor has the deck height of 8.2 inches from the crank centerline to the headgasket surface.
I disagree that a Cleveland is junk. I run a pump gas Cleveland with no power adder in my 90 Stang with ported Factory Ford 2 barrel heads that runs big numbers on engine and I drive it daily. Cleveland are smal blocks and if you look the are physically smaller than a Windsor. I believe going to a 5.8 Windsor is a nice choice for your Stang and all you need is the oil pan and oil pump pick up from a Ford Crown Vic 5.8 and you will drop it right in your sn95. BBK makes a quality long tube header to clear the steering shaft and get you on the right path. You may need a cowl hood to get the taller 351 Windsor in there too.
