Fog lamps are designed to distribute the light in a wide pattern with an emphasis on foreground lighting (the majority of the light is kept close to the vehicle). Driving lamps are designed to throw the light down the road similar to a high beam function.
The GT's lights are poor fog lights but they would be useless if they were intended to be driving lights. Want proof? Drive down a dark country road and use only the "fog" lights....

I'd look at the cage around the bulbs. Looks to me they stop light from projecting BOTH up and down. Thus, the light is directed to each side. Does this make them "fog" lights or "driving" lights?

A fog light is made to produce levels of light that are low to the ground and get under the fog, I don't know about you but my fogs are just as bright and just as high as my headlighs......making them driving lights, NOT fog lights....rant over

Hilly roads here and I get lights flashed alot because people think Im running high beams when they see 4 lights. Worse when cresting the hill and a car is coming at you.
Then you flash em back with the highs!!
