High flow cats?
Can anyone recommened somewhere to buy some. I did find these http://www.rpmoutlet.com/powercat.htm, but i wasnt sure if these were good or not, so if anyone has any experience with high flows on these cars or knows any reviews or anything, any input is appreciated.
Random Technologies is one of the best manufacturers of Cats. They have very high flow and almost no restriction. You can find them here www.randomtechnology.com

That is a difficult question to answer.
According to Federal Law in the USA, you cannot move or replace your cats AT ALL unless the catshave more than 80k miles on them or they are somehow defective. Then, you may replace them ONLY with cats that are EXACT OEM replacements. So in that regard, none of the aftermarket high flow cats will "meet emissions".
On the other hand, passing a smog test is a different thing altogether. A smog test just measures tailpipe emissions. Cats like the Powercat will pass a smog test, assuming the rest of your engine is properly working.
Needless to say you can have a car that violates the aforementioned law, but still passes a tailpipe smog test. Yes, the laws are crazy.
I am not quite sure what you mean by "do I need pipes and mufflers". These are totally seperate parts. You don't have to change them, though you can if you want. That's a bit like asking, if I get new tires, do I have to get new wheels? Well you can if you want...but you don't have to.
By the way, if you just want some less restrictive cats, there is a far easier option than this route. Just buy a new midpipe (H or X style) that already comes with the cats installed.

technically a cop can, but what cop have you ever met that crawls up under your car on aroutine traffic stop. i have been catless for over 2 years now and no problems. there really is no point in changing just the mid-pipe IMO. ford put fairly high flow cats on the 05+'s from the factory and for the money and labor, it isnt worth the extra +/- 5HP you will get out of the new midpipe. now if you aregoing with the headers and exhaust as well, then definately you will have to swap out the midpipe...in that case, go catless...you just have to find someone you can slip a $50 and a case of beer to inspect it next year.
catless is cheaper, louder, and better performing. like i said, inspection is the only downside
