Default NC emissions ?

So, from what i understand they plug a PC into the OBD port and if all checks out you pass? So i could run an O/R H/X pipe with a brenspeed tune and pass? Anyone been to the sniffer and beat the system?

anyone else have any first hand experience in this? I really want the gains from an O/R pipe, but i know no one who can help me out by fudging an emissions test. if all they do is an OBD scan, and the tune accounts for the O/R pipe wont everything be dandy?
