Default Got a problem guys

Everytime my car sits outside for hours at a time in below freezing weather and i go somewhere in it after it has been sitting for a while it seems like the e-break is on or something. say im in first gear and i get going and i let off the gas its like the car is breaking on its own. and when i stop and park and it hasnt warmed up yet i can pull the e-break up half-way without even pressing the buttome to bring it up. help me out guys. thanks
