yes but more power usually also means different parts.
For example, the livernois stage 1 heads come with stock size hardened steel valves and the stage 2 come with 1mm oversize inconel valves. Thy also have a bigger port job and a higher flow rate.
In the case of cams, the 'stages' are different lifts and durations, and/or LSA's (Lobe Seperation Angle)
Usually in cams, the higher 'stages' are generally because they are more aggressive in the lift and duration.
Remember also that bigger does not generally mean 'better'. You need the right cam for your set-up. Too aggressive can actually HURT your power and so can not aggressive enough. You should make sure a pro recommends the right cam for your particular needs and goals.
