What are Charge motion Delete plates?

If you're putting cams in you could do the charge motion deletes. Just be sure your tuner takes that into consideration if you're not doing a dyno tune.
The plates are butterfly valves that go between the intake runners of the head and the intake manifold. They control the amount of air and to some degree the scavanging effect of the cylinder heads. On a stock car, simply removing these plates and having the tune correct for them being removed actually introduces a loss in low end tq with minimal gain on the top gain. Not enough to warrant removing them.
On a car with decent cams or FI like SC or Turbo, you should remove them as they do add some restriction to the intake on WOT. At low speeds with a power adder the amount lost on the low end is negligible and more than made up for by the power adder.
