You may have to jump through some hoops but go to http://www.dmv.org/replacing-a-lost-title.php to see what you need to do to replace it. It will prob be faster then finding someone selling a VIN and title.

Yeah you're gonna have to do a title search and hope there's no problems. There may be a reason he didn't give the title. I assume he paid in full for the car? Make sure he at least keeps his bill of sale (I hope he at least got that) and his returned check or copy of, with his bank statement.

He didn't pay cash did he?

ya he got a bill of sale and the he dose have his bank statement but the comes up at a salvage car he got the 2006 for 7,000 so i when i did a Vin check i was not surprised to see that it was a salvage mustang it was a fast fix and i did the body work
but NJ is really making this hard for this car to just get a title

Oooh I see, you should be able to get a salvage title the same way, just doing the search and letting the DMV know it's a salvage vehicle. Basically it will just be a notation on the regular title. So either way, the DMV should be able to straighten it out for ya.
