Default Adjusting e-brake cable

I had some noticeable slack in the line from the moment I bought the car and got around to tightening it this week. My question is...can it be too tight?

What rule does everyone use to know how much the cable bolt should be tightened?

What is their definition of lash?

I've adjusted my cable and it hold at a much lower point now but I still am worried that I may be dragging in some slight amount.
