Before doing ANY mechanical work/replacements, ALWAYS ALWAYS be sure your data that's telling you that there's a problem is accurate. You imply that the data is accurate because the previous owner told you so. Really???
Get hold of a GPS, get out on the highway and confirm both the speedometer and the odometer, THEN start spending time and money AFTER the data is known to be accurate.

Sometimes I do notice a gas smell but not often.

Yeah, it's beginning to sound like an engine or driveline issue. If you were to fill up, reset the onboard at the gas station then immediately get on the highway with the cruise control set at the speedlimit, then cruised for about 100-200 miles, the onboard should be reading at a minimum 22-24 MPG. Driveline resistance (brakes, tires, bearings, diff) can often be more of the impactful mileage robbers. Inability for the engine to breath (intake, exhaust) are other big culprits. You'll need to begin eliminating the possibilities.

a v8 in traffic is never gonna give u good mpg..mine gives about 10mpg just city driving.

His is excessively low. There is an issue somewhere. The only way you'd get mpg like that is if you were heavily modded, barely ever went on the highway and had an amazingly obnoxious lead foot.

Have you run any fuel system cleaner thru the engine? Techron is good on a routine basis and for your case I'd use SeaFoam on 2 consecutive tank fulls. Be sure to run each tank down to 1/4 tank or lower if you're not too faint of heart. Also, tire pressure, air filter and fuel filter would be the cheapest 1st steps. But I'd have the brakes checked, too, to be sure they're not dragging. If you're getting 24 MPG highway, you may simply have a minor issue or 2 getting you down below 12-14 MPG city. Stop and Go on ANY tankful will destroy your gas mileage.
