In Texas, as in other states, an annual emissions test is required during the safety inspection. My ’06 GT is currently stock, but I am in the process of ordering a Bassani x-pipe w/competition cats, Flowmaster axle backs, a yet to be determined CAI, all followed with a tune. My Question: will the OE cats and H-pipe need to be re-installed prior to emissions testing, or will the competition cats typically pass? If the competition cats do have to be removed prior to testing, will a re-flash be required?

"Hopefully" your car will pass a sniffer test and whoever does the inspection will pass it on visual and you won't have to worry about it. But technically if they wanted to be peeheads about it it would not pass. For the most part though, if it passes the sniffer, I don't think they will say anything.

I have heard that even compcats will fail you on emissions.
