The rear wing is molded in black ABS plastic, and then coated with a matte clearcoat. Evidently PPG is the sole source of the clearcoat finish, but I can't verify that.
If you're contemplating repainting it, it must be really messed up! Is it really that bad that it needs to be repainted? Flat black with a matte clear ought to do it.
