They made of over 70,000 v-6 Mustangs that year, "rare" would be a something like a Daytona Cobra coupe, only 6 built. A color change doesn't make a car rare except maybe Frank Sinatra's 56' T-Brid that was painted by Ford that matched the color of his gray hat. I don't know it all but those were rare cars. All Mustangs that year have the 35th badge like my 99' Chrome Yellow V-6.(what makes that car rare is I'm the only who wanted it .

Only the GTs were the actual anniversary editions.
The Limited Edition 35th Anniversary 1999 Mustang GT, with a raised hood scoop, side scoops and raised rear decklid spoiler.
A total of 4,628 units were built. Of these, 2318 were coupes and 2310 were convertibles. They only came in red, black, silver, or white.
They can be distinguished from normal GT by the raised hood scoop and internally by looking for the "35th Anniversary" logo on the
instrument panel.
All the rest were "Appearance Package" and not anniversary editions.
There are not many real anniversary edition years:
1966, 67, and 68
1975, 84, 98, 90, 99
2003, 4, 9, and 15

A "35th Anniversary Limited Edition" appearance option package came on GT coupes
and convertibles. Available only in black, silver metallic, white, and red.
All 1999 Mustangs (except the Cobra) received "35th-Anniversary" badges on the front fenders.
There were 6,372 electric green 1999 mustangs produced, but that includes V6 and V8.
Electric green was NOT a color option for the 35th Anniversary edition package.
