Theres a reasonable answer to this.. 1, while the cop wasnt looking he managed to swerve around the fence, or the fence wasnt secured and lifted when his car passed under and snapped back down, kind of like when someone walks thru a curtain.

Honestly, thats quite possibly the only explination. That or the car ran over the fence. BUT, just like a curtain, when moved it sways back and forth until equilibrium is reached and returns to its normal position. That fence, maximum 2 seconds after the car passed "through" it is at its equilibrium state, as if nothing ever touched it. Simply spooky.
