If you want to get technical the wastegate actuator controls the boost. & a boost controller controls the wastegate actuator, if you don't have one it stays set at the spring psi.

We just answered how a guy can turn it up & down whenever he pleases.

More in depth if a wastegate spring will allow 7psi from the factory before it will let the wastegate valve open. A line is connected to the intake & ran to the wastegate actuator which will open at whatever the spring is set at (7psi in this case).

A boost controller lets you bleed off a certain amount of pressure before it reaches the actuator.
So lets say you have a stock setting at 7psi & install a boost controller. In order to get 12 psi you have to bleed off 5psi so it makes the actuator still think there is only 7psi.
& if you want to run 20psi you have to bleed off 13psi... the actuator still thinks you are getting 7psi.
