I read some time ago that coated headers do add some HP because they keep the exhaust gases hotter in the pipes which keeps the velocity up and improves the scavenging effect this has on the cylinders filling on the intake stroke but I can't seem to remember how much HP they are worth, I know it was a lot more than 0.25 HP though.
