i am guessing you are talking about a roush?
they start with a stage one and keep adding thinkgs to it to bump up stages.

stage one is basicaly intak and exhaust with body kit and interior wheels

stage two not sure on

stage three is super charged

i am sure there is a lot more than that but i know those

If you are talking about heads, it's the size of intake and exhaust valves and what extent of port/polish is done. If you are referring to cams, the stage depends on cam specs.

Well...yes and no. The higher stages will need more mods to support the size and performance of the cams. Stage 2 cams pull all the way through 6700 rpms. If your motor is not able to rev that high, you won't get the full benefit of the larger cams. Make sense??
