Start by inspecting the rotors (outside and inside faces) for grooves, ridges, and wear, and by pulling the pads (or at least swinging the caliper partway open) for a visual examination of pad friction material thickness, taper, and general condition.
Changing fluid is a really good idea, as the fluid that's down where the actual braking effort happens is likely to be in the poorest condition. BTW, you don't want to push this dirty stuff back through the ABS, so bleed it out before you have to compress the wheel cylinder pistons.
